This unit standard is for learners working within a local government structure, who participate in municipal governance and have been elected as a municipal councillors, where the acquisition of competence against this standard will add value to one's job and managerial capabilities. The completion of this standard will provide the learner with a broad framework pertaining to municipal government and management, an insight into the powers and functions of all categories of municipalities in the context of other spheres of government. It will also provide the learner with an understanding of the administrative law requirements that municipalities are required to comply with.
The qualifying learner is capable of:
Identifying how various categories of municipalities are established and interact with one another.
Identifying and explaining the powers and functions within the different municipal structures.
Integrating local and public management philosophies into overall managerial function.
